Dr. Thomas, Do you think that schools could set up an incentive based approach to higher quality teachers working in higher poverty areas? In class you said that salary was not as effective as we assume. What would you suggest to attract high quality teachers? Retirement packages? Health care packages?

Many places, including SC, have tried to incentivize teachers to work in high poverty schools. . .No luck. . .Teachers are attracted by improved working conditions and autonomy so it is possible that giving teachers good work environments and power in high poverty schools would bring better teachers. . .BUT drawing in better teachers would not insure improvement in those schools so there is another problem
